COMESA – Leather and Leather Products Institute (COMESA/LLPI) was chartered in 1990, with the endorsement of 17 COMESA Heads of States. COMESA/LLPI’s main Mandate is to support the development of the leather sector in the COMESA Region.

COMESA/LLPI is headquartered in Addis Ababa, Ethiopia; and its membership encompasses ten COMESA countries, namely Burundi, Eritrea, Ethiopia, Kenya, Malawi, Rwanda, Uganda, Sudan, Zambia and Zimbabwe. The Institute is eagerly awaiting to welcome and expand its operations to Swaziland, Egypt, DRC and Madagascar.

ALLPI Mandate

The Mandate of COMESA/LLPI is defined in its Charter and complimented by the COMESA Treaty, COMESA Summit Decisions, Council of Ministers Directives, COMESA Secretariat Strategy, COMESA Regional Leather Value Chain Strategy, Member States Leather Value Chain Strategies, Public and Private Sector Stakeholder’s inputs through the Triple Helix which encompasses the Regional Core Team, Academia and Member States.


COMESA/LLPI, is an Autonomous Institution of COMESA, has a Board of Directors appointed by the COMESA Council of Ministers and is headed by an Executive Director appointed by the Board.

The Board, in accordance with the provisions of the LLPI Charter, conducts regular bi-annual meetings to deliberate, manage, administer and determine the Institute's policy.

The Executive Director, supported by its professional, intermediate and support staff, is responsible for the supervision and implementation of the decisions of the Council and Board of Directors as well as the Institute's planned activities at the headquarters and at member States' level through focal points.


The Institute is funded from assessed contributions of member countries and other sources including service charge fee, consultancy, grants and assistance obtained through projects, prepared by the Institute to implement its mandated Strategic Objectives (SOs).

The Institute's SOs, as well as its Vision and Mission, have been re-casted for the conduct of the COMESA/LLPI 10 Years Strategy (2016-2015).

Strategic Objectives:

The Institute's seven Strategic Objectives directly respond to its Mandate as follows:

  1. To Enhance COMESA/LLPI Capacity to Share Best Practices and Strengthen Value Chain Networks;
  2. The implementation of this Objective would enhance COMESA/LLPI’s capacity to deliver high quality services effectively, efficiently and competitively by developing and implementing training programmes, which respond to the needs of the industry.

  3. To Enhance Value Addition Through Clusters/Service Centres Development;
  4. Clusters should be used as a nucleus of developing value addition process, as growth of SMEs in the production of finished leather products. This would spur the growth in demand of finished leather, thus creating a ready market of finished leather in the region. 

  5. To Facilitate and Promote the Strengthening of the Regional Leather Value Chain;
  6. This would strengthen intra trade and enhance the performance of the regional leather value chain in line with the COMESA vision of regional integration. In addition, this would have a multiplier effect to other sectors such as transport, clearing & forwarding, banking and insurance in the region.

  7. To Build a Comprehensive Production and Trade Database for the Leather Sector;
  8. Generation, collection and collation of reliable information for enabling decision making and baseline on production, trade and enterprises performance & competitiveness is fundamental in the development of value chains.

  9.  To Build Member States’ "Share, Adapt and Adopt (SAA)" Institutional Capacity to Deliver Support Services and Policies;
  10. COMESA/LLPI would work to strengthen national institutions, such as Leather Development Councils and Associations in efforts to support areas of fundraising, project design and implementation, in a sustainable manner. This process should be designed on the Share, Adapt and Adopt Model.

  11. To Facilitate the Development and Implementation of Occupational Health and Environmental Management Standards in The Leather Industry;
  12. The Leather Industry is considered an environment and health risk industry. Thus, COMESA/LLPI would work in collaboration with national institutions and the Private Sector to come up with factory facilities, which meet minimum environmental and occupational standards.

  13. To Facilitate Leather Development and Investment and Resource Mobilization.

The core budget of LLPI is based on membership subscription, which adequately covers its overheads and limited development activities. However, given its wider Mandate to transform the Region's leather value chains, there is a need to complement resources through collaboration and fundraising.

LLPI's Recently Accomplished Activities:





National Leather Value Chain Strategy Formulation

National leather Value Chain Strategies were formulated, validated and launched for Burundi, Eritrea, Ethiopia (EIFCCOS Cluster), Kenya, Malawi, Rwanda, Sudan, Uganda, and Zambia.


Training and Consultancy

About 283 artisans were trained on Footwear Making, Record Keeping, Costing & Pricing, and Cluster Management.
Consultancy work was done to develop Leather Sector Strategy for Swaziland.


Curriculum Development

Curriculum was developed for Burundi (level 1-3), Dedan Kimathi University of Kenya, and Sudan Technical and Vocational College.


Signing of MoUs

With the objective of establishing the basis for close partnership between LLPI and partner organizations, COMESA/LLPI signed Memorandum of Understanding (MoU) with the following institutions/organizations: Ethiopian Leather Industries Association (ELIA), Eastern and Southern Africa Trade and Development Bank (PTA bank), Euclid University, National University of Science and Technology of Zimbabwe, Copperstone University-Zambia,  Dedan Kimathi University of Technology, Kenya,  University of Gezira of Sudan, Small and Medium Enterprises Development Institute (SMEDI) of Malawi, African Export-Import Bank (AFREXIM Bank), East Africa Trade and Investment Hub, Ege University of Turkey, Makerere Business School of Uganda, Addis Ababa Institute of Technology (AAiT), Laval University (LU)-Canada, Galilee International Management Institute (GIMI), Central Leather Research Institute (CLRI) of India, Federation of Indian Micro, Small and Medium Enterprises  (FISME), China Leather and Footwear Industry Research Institute (CLF), Korean Institute of Footwear and Leather Technology (KIFLT)


Enhanced participatory approach through the Private & Public Sectors and Academia in Triple-Helix Meetings.

LLPI understands the strength of collaboration with partners and used to conducted Leather Sector Core Team Meetings, Regional SMEs Committee Meetings and Stakeholders Consultative Meetings every year.


Participated in Regional and International Trade Fairs

As a regional trade and investment facilitator, COMESA/LLPI participated and fully sponsored SMEs in various Trade Fairs: All Africa Leather Fair of Ethiopia, Nairobi International Trade Fair of Kenya, Uganda International Trade Fair, Zambia International Trade Fair, and Zimbabwe International Trade Fair.


Cluster Formation

LLPI supported the formation of different clusters in different countries:eg. Zimbabwe, Malawi, Burundi & Uganda


Project Development & Resource Mobilization

LLPI mobilized over US$ 1.2 million in 2014/2015 period to support the development of the regional leather sector in terms of conducting baseline survey, Machinery Provision for SMEs Clusters, Assessment of Trade Policy Regimes of Hides and Skins, Greening SMEs Leather Clusters, improving designing capacity in the production of Leather Products, support tanneries & SMEs to be EU-REACH compliance.


Attained Quality Management System Certification

COMESA/LLPI has attained full Certification of  Quality Management System (QMS) integrated with Environmental Management System (EMS) to further enhance the capacity to deliver quality services to Member States and other stakeholders.


Information Dissemination

ALLPI disseminates information related to leather and leather products production, investment and market through quarterly Newsletters, Web Portal and Brochures.


Initiate the Establishment of a Regional Design Studio

In partnership with the Common Wealth Secretariat, COMESA/LLPI is working on establishing the Regional Design Studio that will enhance the development of the regional leather sector.
